Bad Preformance on ATI 5870 please help

Ok here is my Heaven Benchmark, I'll look into getting my CPU over-clocked but I still think I should be doing better in RE5 and Tomb raider with out it. It still doesn't fix the driver issues I have with a lot of my direct x 9 games.

not sure to be honest, your rig is pretty similar to mine, I do have a SSD tho, so maybe thats helping my scores a bit

also i'm using the leaked drivers for the card.

2 things you could check, make sure windows power options set to high performance and make sure u got the power cable/s in the back of the card properly.

That says that your driver version is stupidly old...

Uninstall your current drivers via the control panel "ati catalyst unistall utility" and download the 10.4 preview drivers
 
Right I fixed my problem, I found that when looking at CPU-Z my cpu clock speed was 1.86 GHz and thus causing a massive bottleneck with my graphics card.

I'm not sure why but when I enabled Intel Turbo boost in the bios my clock is now 2.9 GHZ. If I disable boost the clock returns to the stock speed of 2.8 GHz. Where the 1.86 came from I have no idea.

I have also disabled C3/C6/C7 state function and CPU EIST. I assume this is OK to do so. I have tried it with them on and there is no difference, I do think one of them was under clocking my CPU originally but I'm not sure. My clock speed is 2.8 (turbo boost off) with them on or off now.

Strange as to why that was happening but I now get 148 FPS in the RE5 variable benchmark part one and 112 average across the whole thing with maximum settings and 4xAA. My max FPS in Heaven is now 106 up from 60 on the default settings.
