Like a comparison between a thin whippy cane flexible enough to pass across your bottom without appreciable deceleration or something a bit sturdier that lands with a solid thunk.

Both left a weal unbroken by and large that disappeared over several days but the recipient could feel it as he sat for several days more,

The system of exclusion which is widely prevalent in the UK as well just leads to an underclass. What could go wrong by making sure kids with behavioural problems also have no work skills?
Exactly, a horrendous regressive policy that will do absolutely nothing to solve the situation but will add to society problems.

Exactly what you expect from the far right. short sighted simplistic approach that completely fails to understand the cause
 
But the embarrassment of sitting in a class with kids 2 years younger than them will make them care.
And at that point there is nothing they can do to resolve that and there will just be an even greater disdain for teachers and schooling.
