bandwidth limiter?

my flat mate and me are sharing internet via wireless, what freeware will limit the speed on our machines so we can sahre our bandwidth fairly?

Easiest option would be the wondershaper script in Linux, but I guess your using Windows. Monowall box perhaps? Ok, erm, free Windows apps.... quick google throws up:
