are there any free pieces of software that can limit the badnwidth of a pc?

Yes there are.

netlimiter for one.

A search will reveal a number of threads.

Another vote here too for netlimiter, but this is not free...... its 28-day evaluation period, I do notice the netlimiter monitor is free but not sure on the restrictions as opposed to the full vers.

I was going to mention Netlimiter earlier but I wasn't sure if it would do what the OP needed/wanted it to.
