£ becomes ??

Hi got the issue that is driving me mad - and stopping me from logging into places

my laptop registers/sends the £ sign as ??

I have had the mobo replaced on it for another issue, it was doing it well before, and it still continues. It has had a new NIC as the mac had changed

I boot to linux of a usb drive and the issue exists (use terminal to login via ssh to server - it wont accept the password with a £ sign)

the only reason I found out it was doing was do an sql insert using a phrase with £ in it, and the result in the database was ?? instead of £

copy/paste still saves a ?? instead of a £

what can it be?

its a dell inpsiron 5520 laptop

i thought it might be my network but tethering off my mobile and it still does it.

I'd double check all the language even if you think it was right.
Apart from that... are you a touch typer... has she switched the keys lol? Weird as it seems i've had that problem at work.
