Been asked to build a small business website

The BBC still uses tables because it's part of their remit to support every common browser platform out there, which means that they basically have to write for stuff all the way back from the 1990's. That means that they, more than most, have a duty to ensure their sites work on nearly every platform. I'd be gutted if I had to code a new site that looked anything near half decent on netscape 4 or IE 5 for example!
 
I'd just take the CMS route and implement their 'design' as a template for the CMS. Much less headache for you, and much easier to update the site (whether you maintain it yourself or you want to hand it over to them.)

If you get a decent hosting package you can have a CMS installed and configured literally in seconds using Fantastico, Simplescripts or similar, and updates are less painful too.
