Two thoughts:
1) as long as that guy stays in the pool and doesn't touch anything which is earthed he will be fine - the pool floor will insulate him.
2) In theory fresh water doesn't conduct electricity anyway, so again it's the path to earth which matters.
He's still an idiot though.
