I'm going through a similar thing now. There is me and one other executor.
We took on a solicitor to administrate everything and they provided an estimate of costs which will be paid out of the estate once it's all done.

Paying a solicitor up front sounds very dodgy.

Yes, either a dodgy solicitor or the OP’s friend has been messing them about, especially if it has dragged on for 3 years. Much more to the story I imagine.

Could citizens advice help with this sort of thing? They’ll be in a better position to review all of the goings on.

Is it still up front if it's been going on for three years? Who knows what the real situation is....solicitor may be fed up working and not getting paid because executors are messing him about.
 
We’ve paid our Probate solicitor their costs (£1200) out of pocket and will claim back from the estate when our property is sold - completely normal. It’s only the Executors that can appoint the solicitor after someone has died.

The executors are responsible for the proper administration of the estate including all costs. I’m sure it’s worth it, otherwise disclaim the beneficial interest in the estate and walk away.
