Best & cheapest image making/editing program

I guess ill stick to paint.net D: but from opinions from people i know they always say photoshop CS3 is the best in the world.

Well it is better, a lot better. (CS4 is the latest btw)

But for your average basic editing, Paint.net does it all anyway

Photoshop is the industry standard image editing tool. Paint.Net is a free program that massively improves on Microsoft's featureless Paint program. There's a few hundred quid difference between the two.
