Best, CPU Fixed/Locked voltage or off-set or Adaptive?

Something else you may have overlooked - in your control panel/power options under the advanced settings/processor power management/minimum power state you may need to set that to 10% as some things (e.g. samsung high performance settings) set that to 100% and that means that the cpu will never throttle down even if it is is set in the bios
