if the budget was a million billion, then yes a twin Xeon build would be great. at this budget an i7 2600k is the best (only) option
AMD and socket 1366 are simply not an option. the entire AMD range is way behind the intel range (except possibly for the unreleased bulldozer) and the best socket 1366 chips are about the same preformance for video encoding as the i7 2600k, but use up more power, are worse in applications that arent highly threaded and have 0 upgrade options
As you can see in some software the 970's 12 threads come in really handy for encoding compared to the 2600K's 8 threads. But for Windows Media Encoding, you can see the 2600K beats the 970 by a few seconds. So looks like the 2600K it is .
