im surprised no one has sugested the Nv 9600gt only £5 over budget and a little quicker than the ATI 4670 yet still £10 cheaper than the 9800gt

Indeed, all the suggestions seem to be between the 4670 and 9800gt, when in fact the 9600gt outperforms the 4670 and is its direct competitor. The 9800gt is more a competitor to the 4830 (which, incidentally, is decidedly not a low-end card Speed!)
