I found it depends a lot on where you live. I got my car when I was 19, pass plus and NU gave me a nice £3500 annual for a 1.1 Fiat Punto. Change the postcode and it dropped to ~£1500. Bah.
 
For run of the mill 17 year old transport, 306, focus, fiesta, clio, etc.... Endsleigh are particularly good if you are a student and have a pretty normal car.

Admiral gave me a quote for £2400 :p Whereas Churchill gave me one for £1500!

You won't be able to pay monthly as your not old enough for a credit agreement, so unless the insurance company lets someone else get the finanace agreement, you'll have to pay in a lump sum.

Norwich Union aren't as good for Pass Plus as they used to be.... it used to nearly half your quote, but I think they've reduced the discount quite a bit.

I guess to stop people being able to afford quite so easilly 2.5 V6 RWD uber-barges as their first car at 17 (/me looks @ Jez!).
 
CIA wer very good for me on my first car. rubbish after that...but very good for a first time driver.

renault 5 1litre. 700quid.

the next year 1.1 metro 780!
swapped out to adrian flux after that.

and this year (due in 3 weeks) insuring my mondeo on www.swiftcover.com
about 100 cheaper than anyone else (420 fully comp, 5 years no claims, 20k miles a year, courtesy car etcetc)
 
www.quinn-direct.com are great for me, or at least i plan to use them, around £1700 in my name tpft, thats for a vtr, they ask for a cheque deposit and then i can pay by direct debit, around £130 per month which you should be able to do at 17
