Currently have a 3950X and I'm running 3200MHz CL16 memory that I had left over from my previous Intel build, I've heard that 3600MHz is Ryzen 3000's sweetspot, Would I gain much by swapping out to higher clocked memory with decent timings, CAS latency etc... ?

Effect of memories depends also about rest of latencies.
Are those 16-16-16 etc or 16-18-18 so on.

Best memories are of course those which give short absolute access latency.
3200MHz 14-14-14(-34) and 3600MHz 16-16-16 are about equal in that.
But those tight bin Samsung B-dies cost lot.

Increasing memory clock helps anyway some even if latencies aren't best, because clock of CPU's internal InfinityFabric bus rises with memory.
3600MHz (actual clock speed 1800MHz) is what nearly every Zen2 Ryzen can do.
3733MHz is likely on majority. Though dual CCDs stress IF more.

From 3200 to 3600 the noticeable difference will be extremely small. Just OC your ram a bit and you'll see there's naff all in it except benchmarks. I've overclocked my 3200 to 3600 cas 1 and apart from a benchmark or two. You can't tell the difference
