Best mobile internet option?

Hi,

I'm out of the country (in italy) for a while and having to use terrible hotel internet is driving me mad. Does anyone have any advice on a dongle/3g+ modem that offers:

Decent latency, very little packet loss (i.e possible to use skype/play RTS and MMO type games).
Speeds fast enough to watch youtube or other low res videos without having to endlessly wait for buffering.

...And pay as you go preferably.

Is this even possible? :O

It all depends on the 3G signal quality doesn't it? And I always find latency for mobile net terrible, very hard to play MMO games with. If the signal is reliable though Skype "should" be fine.
