Best monitor around 150?

Looking for good gaming monitor what would be the best around that mark? 23inch minimum. I could also be convinced to go more if there is some improvements on monitors, I'm just confused what is what and what is actually good?

Is IPS important to you? Glossy or matte panel?

Which do you prefer?

Very "smooth" motion -120Hz monitors
Precise color and multi-viewing angles - IPS Monitors (Dells)

Both? - AH-IPS Panels or PLS Panels (e.g. Dell U2413 / ASUS MX239H / ASUS P249Q / QNIX)

Personally, those 120Hz monitors doesn't make a different to my eyes and I hate the colors of the TN Panels. On the other hand, AH-IPS panels are too expensive to me and QNIX only sell 27"... So I'm down to IPS Panels only and get a Dell U2312HM, happy with it so far
