paragon migrate (so far the best ive used but paid)
samsungs own migration tool (free and works only if you have atleast one Samsung ssd)
macrium reflect (free and works well but you might have to expand the partition after cloning to fill the new drive)

I find Easeus Todo Backup to be the best beckup and clone tool.
I tried to clone a larger capacity SSD to a smaller one with Macrium yesterday, it didn't seem to allow me to do the job (maybe there is a way, but I'm not aware of it). Easeus Todo does allow you to resize partitions during the clone operation, as long as the actual amount of data will fit onto the target drive.
