It depends a lot on your desired resolution to be honest.
If it's single-screen 1920x1080 then a single 560ti might well cut the mustard.
If it's triple-screen eyefinity insanity then that's a different story.
The rest of the build (i5 2500K; Z68 Mobo; 8Gb RAM; SSD for system+game; HDD for storage) is pretty much a solid gold lock-in, so you could build that system now with your current GPU as a placeholder, then just upgrade that one component once the game is out and benchmarked.
(I'm assuming that, like me, the sensible option of "wait and see, then buy once you know" is not on the cards. I can't wait either!)
