Im in the middle of doing this myself with an old frame i have.

I found that Nitromors is great for removing the paint.
Nitromors + sandpaper has removed all the paint from the exposed areas, now im going to get a small wire brush attachment for my drill to get the paint out from the tight areas.

Im probably going to leave it bare steel and laquer it like that, but car primer and spray paint should work well.

I've only completely taken the paint off one frame (with Nitromores) and it was a complete chore. I probably won't do it again.

This. It's not too bad but depending on the quality of the frame and how valuable it is, it would be better to pay to get it powdercoated for £50-70, including sandblasting at most places, saving you the hassle. It's also a much more durable finish.
