Then - I'd have taken the keys, and asked for someone he knows to come help him, he's a danger to everyone else and himself!!!

That's why they should make people age 60-65 do test to see if they're still capable of driving.
Oooh, you'll get get a few comments!! 60-65 is not old, my parents are close to or at that age and they're nowhere even close to not being able to drive.
But once you're 70 you have to renew your licence very 3 years, and can have it revoked on medical terms. I doubt many drivers over 70 would pass their test if they had to do it again, doesn't mean they're dangerous though.
