I'm pretty sure some of them were deleted for one reason or another. Raise a ticket with Steam and see if it applies to you, they may replace it. Worth a try.

"Bills" as they are known as, are used as a form of currency in TF2 because there are enough of them to be usefull but not enough to flood the market. It's also popular because it's an all class item which looks good across the board and there are only a finite number of them, so it's basically a collectors item. OSX Earbuds ("Buds") are another similar item used as currency, albeit a good deal more expensive.
Rare hats can sell for ludicrous amounts of money. Some go for literally thousands of dollars. A Bills used to be about 8 Keys or about 35 Ref (it's been a while, though!) You could check out the TF2 Spreadsheet for an up to date price and trade it on for equivalent items or games or just sell it!

If you click on steam market, there is a tab to sell an item, from there you can see which items you can sell.
I got £56 for an unusual steaming fedoraalso you can see what prices others are selling their items at.
For some reason i can't sell the ear buds on steam market
It's only for games pre-ordered on steam, so if you got L4D2 from Game you didnt get anything extra

Its a good question. Why do the worlds largest banks accumulate gold, its uses are mostly worthless. Surely people should store what can be used. Its ironic, because it cant be used but it is uniquely durable it helps in trading so it becomes a symbol of worth despite not being useful.
