What i mean by manually is doing the overclock manually within the BIOS not using software which maybe overriding your settings.

It would help a bit if you removed the software so it would not confuse others with what your working with (to overclock) and if its a software problem or a tweak within your BIOS.
Reading again the first post you are seeing a slower speed than you have set using 3rd party software. That is fine as long as the BIOS reports it clocked at 4.5. Just rerun the windows exp test and hope for a better result. Nothing to worry about as long as its running at that speed.
