BIOS Not loading on NEW Computer

I have done a CMOS reset, as in I removed the battery, and I have also tried using th CLECMOS jumper;
The Front panel Pins are correct, assuming the Manual is correct;
I only have one SATA power cable coming off the PSU, but whichever I plug it into, it doesn't work.
But we don't have another PSU lying around to try, so I could just buy a new PSU, but if that doesn't work, I'm back in the same hole. The only think to come out of it would be a better PSU.
 
If your dad is a engineer he will have a multimeter laying about some place. Use it to check and see if the PSU is working.

Simples.
 
Can you post the exact model of the cpu?
I had a similar problem with a system i was building a few weeks ago
 
Yes he does have a Multi Meter, and I will get him to check to see if the PSU is working.
I don't want to buy a new PSU until I know if that is the actual problem, because if it's the CPU or the Motherboard, it won't be a complete waste of money, but it won't be necessary to replace it at this time (Although I will replace is soon, once I have enough money.)
And the Model is: RoHS - EN60950 (CIT-450 P4)
 
Looking at the CPU support list of the motherboard, do you know if the BIOS version of the motherboard is the correct one to run the cpu?
 
Is it possible to get the PSU specs (should be printed on the side)



Referring to the manual here, from page 11 (1.3 Motherboard Layout) make sure ATX 12V Power Connector (ATX12V1) & ATX Power Connector (ATXPWR1) are plugged in properly.

In between the CPU and the PSU, there is three pins. With a label "CPU_FAN1" it has a Jumper on, when it's got the jumper on 1+2, it doesn't even start up, on 2+3 it does.
This bit caught my eye. By jumper do you mean a wee plastic jumper cap?

That sounds like a fan header, ie a power connector for the CPU fan so shorting it with a jumper cap isn't a good idea.

If you don't have a CPU fan attached to that header the system might be refusing to start as a result because it thinks the cooling is insufficient.

Do you have a case speaker attached? The board might be trying to give you beep codes.
 
Without the Jumper, it doesn't even switch on.

And yes, there is an Onboard Speaker attached, and I'm not getting anything from it
 
Yes, it does have a fan, and no the Heatsink doesn't get warm.

BUT, I got it to come up on a monitor, but I had to shut it down to put in the HDD, now I can't get it up again.

And there is a Fan on there, just in case anyone thought they wasn't one on :P

And the Fan is Plugged into the Motherboard, on a four pin, just below the three with the Jumper is on.

So the fan is plugged into CPU_FAN1 and the jumpers are on the block marked PS2_USB_PW1? Or am I reading the wrong manual?
