We'll decide on a type of cuisine then a venue that meets that. We don't look for specific dishes - what do you do if you get there and it's sold out/off the menu?
I never rely on reviews, assuming you mean online reviews. Not only is there a fair chance some are either pumped to boost sales, or sabotaged to do down a competitor, but more seriously, I've no way to compare my standards and tastes to that of whoever wrote a review.
When travelling, we tend to either rely on local recommendations, or even on hotel concierge or cab drivers with the risks that that entails, or just take pot luck. When at home we either go somewhere we trust, or check out recommendations from friends, or just decide to try some new place.
As for the original question, sometimes we go to a specific restaurant for a specific dish if one of us has a craving, but normally we'll pick the type of dining we fancy, then either a place we know or somewhere new if we fancy taking a chance. Then we decide on exactly what when we see the menu. A large part of the point of us eating out is to try something new, and if we decide on a given dish before going out, we'd never do that.
