Can the BitFenix Recon turn fans off? Can it turn them down all the way to 100RPMs without shutting them down?

You can turn fans off. Regarding low rpm, it depends on the fan speed. Around 30 - 40% of the original voltage i believe, you may find fans start to cut off and then spin back up to 100% before returning to desired rpm.

On 2350 RPM Fans (SP120) I get between 900 and 1100 depending on voltage fluctuation.

On 1150 RPM Fans (AF140) I can get them at a minimum of 600.

I find the speed can go to 400 on a 1000 fan and around 600 on a 1300 fan. Anything below that and it's off. Fans can go lower than this but Recon seems it wasn't designed for speeds that low.

Can your fan do 100RPM? If Recon is supplying 2V while it needs 5V to start, no.
