This forum seems the right place so here goes.

I'm no expert on video bitrate apart from higher the better i presume, i'm trying to sort some of my video files out and a fair few have doubled up normally in one of three formats (avi's, mp4's and mkv) what i need to know is, if i have a single film in these 3 formats and every file has a video bitrate of say 1,500kbps which format should i keep to get the best quality?

Unfortunately, it's not that simple. The quality of the video depends on the quality of the source material and encoding and which codec/profile/resolution/bitrate is used. Avi, MP4 and mkv are containers, not codecs so don't really have any relationship with bitrate.

For example, you could have 2 mkv files of the same size but one is encoded MPEG2 and the other H264.

Having said that, the container can be important too, depending on your needs. If you want to play the videos on lots of different types of device, then the MP4 container might be the best to keep.

You can use something like mediainfo to check the resolution, codec etc. of each file. If they are the same and you can't tell the difference when you watch them then just take your pick.
