Blocking an IP address from Hong Kong?

Hi there people...i have a small problem which i tried to google, but google just came up with jargon...my problem is that i keep getting port scanned from somebody in china,about 10 portscans a day,all the portscans are blocked as im using bitdefender firewall which is pretty good...however this person keeps trying and i want to block the IP permanently...does anybody on here have any ideas in how to do this or know of any software how to do it?

well i have the very best of security,bitdefender,trojan hunter,malwarebytes, trojan remover and hijack this...nothing is showing up on any of these

people that fought and died in the wars fought for our freedom which is slowly being given away with the way immigration is now and people coming over here for free handouts,country is in a mess so....BNP for me!Thankyou for your help i have contacted my ISP and blocked the IP addy via advanced firewall settings
