Boot issue

Just put together my sons PC for Christmas and it will not boot with an EVGA 750w brand new psu.
Symptoms no post beep or error fans spin then stop immediately.
Core i5 ivybridge
ballistix ram 8gb
Gigbyte Z77 UP4
Sapphire R9 290 vapor X
OCZ SSD.

Tried all the usual stuff removing ram and components.
Just removed PSU and used the 24 pin on switch supplied with the EVGA psu and the fan spins then immediately stops the same symptom as the full build. Also connected a small 80cm fan to see if it will drive it and it does not

Just tried an old 500W psu i had lying around and it will kick up but with three sharp beeps on repeat. But I think this is because it only has one 4 pin cpu power connector. When kicked up with the 24 pin on connector it runs fine and the 80cm fan works continuasly.

Do you think im looking at a duff EVGA PSU? or somthing more sinister?
 
if you have tested the new PSU outside of the case and its doing the same thing of spinning up and then stopping it does sound like the PSU at fault.

if the 550w PSU works continuously outside the case doing the same test and fan connected you know its not something your doing otherwise that PSU would do the same thing
