Boot to black screen Windows 10?

My PC decided to BSOD "page fault in non paged area" and since then I have been unable to get the windows login screen. All I'm getting after the windows loading logo is a black screen, if I move the mouse a pointer appears with a loading blue circle glitching to top and side of pointer randomly.

So far I've tried;

*Standard windows recovery -couldn't repair the error.
*Recovery from new install media -couldn't repair the error.
*Bootrec (all of them) via cmd - found no errors
*SFC - no errors found.
*Removed/tested RAM
*Removed all but boot drive

Sadly it isn't finding any of my restore points.
I can bring up the monitor view selection on the black screen but can't get task manager.

I'm at a loss now. Googles just bringing me back to things I've already tried.

I had recently (Monday) installed a new GPU but I would have expected any issues to be present then not 5 days later.

Anyone got a suggestion?

To get a better idea of what's been going on I'd make a live Linux CD and dig in to the windows event log.

Sadly it appears the system logs show a normal boot.

Very confusing :(.

Edit: Not entirely sure what happened but after trying the linux boot disk I was able to reset windows which recreated the boot file. I guess that'll do :). Just to download all my programs again.
