Boot-up Issues

I'm having some slight problems with a computer I'm looking at, I picked it up from my cousin's house this morning. When I was at her house, I started it up and it got stuck on the windows splash screen, and when I tried to boot safe mode it just got stuck whilst trying to start windows.

I decided to bring it home with me since I didn't take much stuff with me to sort the problem and I plugged it all in etc etc. Now when I boot up the computer it comes up with the following message "RS482 300/14 Test BR#14708A" before the POST - and it stays stuck on the same screen with that message and doesn't go any further.

I have eliminated every component except the processor and motherboard. If I take out the battery and reset the BIOS, the computer boots fine but if I restart it, the message comes back....so I guess my question is, has anyone seen a message like this before? I suspect the motherboard is at fault but I don't have any processors around to swap out or anything to test it.

the current system spec is:
AMD64 3000
MSI RS482M4 motherboard
512mb Crucial Value RAM
Seagate 80gb HDD

are you running Vista, I'm sure that is a Vista error prompt, stopping load of vista.

Edit: just noticed that you say before post. I would look at your BIOS for your motherboard. try a newer version.
by the way RS482 is your chipset on the motherboard

Ah yeah, forgot to mention its already running the latest version of the BIOS, I updated it last time I looked at a problem with it and MSI haven't released another since.
