Boot up Problems with new PC

My mate bought new parts to build his new pc, put it all together today and nothing. The standby light is on the monitor and the power light is on the case, all the fans etc spin up but no beeps nothing. Doesn't post and nothing comes up on screen.

Thought it might be the gfx card, tried it in his old pc and its fine. Tried his new psu in his old pc but it doesn't boot, and new pc doesn't boot with his old psu in. Tried his ram in my pc and one stick worked, but with the other in it wouldn't boot.

He took his ram back and tried the stick that worked in my pc, but still nothing. Anyone got any ideas what it could be, everything seems to be plugged in ok. Cpu and mb could be doa, but its very unlucky if thats the case. Cheers for help.
 
More likely the mobo is dead than the CPU, I reckon......PSU could've caused some power problem on the mobo ( you say the new PSU doesn't work in old PC, and old PSU doesn't work in new PC).....could the new PSU have caused some surge ?
 
May I ask if you connected both the 20/24 pin motherboard and the 8 pin EPS12V?
Yeah he says everything was plugged in, think he's gonna try the paperclip test on the psu see it it works.

If it does i've told him to build it up out of the case, incase anything is causing a short. If it works sorted, if not then it i'll take a guess at the mb being doa.
 
Good plan....the out of the case bit.......I have to admit ususally doing the basics like that first anyway....
