A while ago i was having an issue with booting

Whilst i never seemed to get to the bottom of the cause of the problem it seems to be back with avengence at the moment.
Now one extra thing i have noticed now which may be detremental to the diagnostics
Try to turn it on, the fans and motherboard come on but at a much higher spin rate and no actual boot.
After a little bit of playing about i can remedy the problem by turning on the computer, getting the higher spin rate then flicking off the power surge multiplug adapter and flicking it back on.
Then computer then boots normally. The problem is fixed on this method on what would seem a permanent basis unless its properly unplugged for a minute.
This means i then have to jiggle around with the power switch and plug
This seems to me likely the PSU is knackered? Or possibly the motherboard?
Without a spare motherboard or PSU to try im fighting in the dark really and dont fancy ordering a spare spart to get it wrong!
