Long story short I bought a motherboard which came as untested with a high chance of it working...

What do you know it doesn't work lol.

Now, I have the missing chip which they kindly provided me in a bag without telling me that it had come off..

My question is can I re solder or fix this some how?

Just to provide some information, the fans spin and my keyboard lights up. I can also use the qflash button on the back which seems to work.

Yes, that can be resoldered and it is easy enough :). However, you need to know what you are doing, otherwise you could damage the mobo. It could also be that the board works without that particular cap.

It can probably be resoldered, but then it might be a dud and need swapping/changing anyway (you can probably find some for a quid or two from china). Short of having a soldering kit and a multimeter to hand, you might be best served finding someone with some electronics know how and asking them to give it a look. If you're south western, there's a one man band guy that runs a shop who would probably take a look (he won't do mail in stuff at the moment, you'd have to go in), can't mention names here (he has a youtube channel to mildly hint).

I would be concerned about why it had been removed. It's unlikely it just fell off. So I would either replace it with a new one, or just try the board and see what happens. I'm not a hardware engineer but it's quite possible it will work without it, it may not work with it though.
