Broken spring-would you replace shocks as well?

The reason they are telling you to change the full thing is because it's much easier for them, no other reason.
How is it easier? You've still got to remove the strut, build the new strut and then refit. If you are replacing your entire top spring pan and also the top mount then yes, going all new is easier - but in reality this isn't common procedure at all. Top mount maybe, but not the whole spring pan etc.

Shockers come with the spring attached. So you take one out and put new in. If you change the spring you have to mess about getting the spring on the shocker. So 2 jobs instead of one.

Dampers do not come with the spring "attached" or at least not in my experience!

No they don't.

They are called shock absorbers or dampeners.. not shockers..

I have replaced OEM and fitted bilstien on 3 cars so car on my drive.

Every single dampener came on its own and springs came separate.

Plenty thanks - I've worked on hundreds of cars. If you buy a replacement damper, OEM or aftermarket, it generally does not come with a spring "attached"

If you are talking about adjustable platform coilovers then that's a totally different kettle of fish and not a like for like replacement.
 
I've never ever seen a spring come with an OEM style damper before.

Realistically I'd probably just replace the springs at the front and give the struts a test to make sure they're still good. To test you just have to force the shaft into the body and it should come back out cleanly, moderately quickly and smoothly. There should also be no oil around the top of the body area.
 
Written quotes with options are also less pushy than verbal ones. It gives the chance to consider their options instead of having to say something on the spot.
