Ok we all know that BT employ lots of offshore people, mainly from India. Because well it's cheaper for them to do so.
But what they also seem to do is ship a load of them over to the UK for 6 months or so to work on selected projects, paying them crappy money (good money for India) and then shipping them back home.
Now i work for a company that manages BT's automated document content, which means I get quite a bit of contact with these guys, the problem comes when they have to go home part way through a project and the next batch of new people come through.
This invariably causes delays, as the new guys are having to train up on the requirements etc. and all the problems which had been sorted a few weeks prior seem to creep back in.
I will say however, that when they are trained up they're generally pretty good.

When 50% of your time is wasted training different people for the same role, thats just poor business.
