I'm well out of the loop as far a PCs go nowadays (amazing what 18 months does to you!) and my little brother needs a PC for Christmas that will allow him to play the latest games (albeit on a 17" monitor) and be able to do his photoshop work / net browsing / film watching, etc

The budget is £300, which won't need to include a monitor / mouse / keyboard etc.

I know this is mighty difficult, but I'd appreciate any help, cheers all

play the latest games

Not going to happen for £300, I've put a list together that will do that and outperform the spec and yet consist of reliable components:

Intel Pentium Dual-Core E5200
Asus P5QL Pro Intel P43
OcUK 4GB (2x2GB) PC2-6400C5 RAM
HIS ATI Radeon HD 4830 512MB GDDR3
Samsung SpinPoint F1 250GB SATA-II HDD
Samsung SH-S223F/BEBE 22x DVD±RW SATA
Antec 300 Three Hundred Ultimate Gaming Case
Corsair VX 450W ATX PSU

Total inc. VAT+delivery: £441.50
