Budget SFF advice please!

I'd like to build a nice and cheap SFF as a kind of backup pc/media center.

Would i be right in thinking id be better of with a socket 754 sempron or a cheap p4 celeron

I have a DVD-ROM and HDD so wont be needing them...

Can someone recommend a really cheap but still half decent small case and mobo, not bothered wether its a vcr style desktop or cube.

I've got about £250-300 to spend on a shuttle. My current spec is based around Sempron 2400+ and 512MB RAM, so i'm hoping to get a good performance boost?

If anyone could do me a spec i'd appreciate it, i'm not a big gamer - I use my PC for web design/watching movies/editing a bit of audio now and again.
