Buget PC Build for office work

I'd like to build a PC for general office use (only need the PC build itself -the case and everything inside)
We already have a monitor, keyboard, mouse, cables and a copy of windows 10.

This new build is for my partner and will be used for work ONLY (no gaming).

This will be used for Web Browser, Emails, Adobe Photoshop/Illustrator/Indesign and Microsoft Office (Word & Excel).

I would like the PC to be reliable and last long term. Could someone kindly help by putting together a build?

My budget for this would be around £350-£400.

I am also open to buying a pre-build but happy to build myself if I'll get a better build for this price.

does dabbling in Photoshop etc definitely not need a GPU?
officially I think it states gtx1050 minimum? but happy to be wrong? I was considering a 3400G build to get Vega 11 for exactly the same requirements really, but don't want to leave the user suffering for lack of a proper GPU if its required?
