You can sell them, it happens all the time in the Members Market.

When you redeem the vouchers and pick the games you want you are given individual codes for the games to then use on Steam or Uplay etc.

gold and silver? I see silver and bronze which is 3 games same as if it was just gold.

looks bronze to me, plus hovering the mouse pointer over it says choose 1 game and over silver says choose 2 games.
