you can work certain areas, but doing so will cause imbalances in the body, thats not a good thing.
you will be limited to an extent as well.
for example, to have a big chest you really need to work the shoulders and tris, to an extent also the lats.
Not only does it imbalance you it causes problems with joints, posture and physiology. You can then cause your other muscles to compensate and possibly lead to back problems, cartilage being worn away and so on. It's just not worth it.
