Unless the description is wrong you are pairing a socket 754 motherboard with an AM2 CPU so nope, not ok I'm afraid. AM2 CPUs also require DDR2 usually so one way or t'other something needs to change.

If it is just basic uses then this should be fine but includes 2gb Ram, DVDRW and a better CPU for the same sort of overall price.

I think you should remove the link there as it is against the rules in the FAQ but to expand, yes it supports Semprons of that speed but it is for socket 754 only, they are not interchangeable. Socket 754 is about 1.5-2 generations previous (the .5 is because it ran in parallel with socket 939 for a while) and only supports DDR Ram, not DDR2. :)
 
I second semi-pro waster's spec, it'll be faster than the one you originally put together (would it actually all fit in place :)) and I don't think you could get it much faster for that sort of budget

512MB isn't enough, I'd fit 1GB. Although with prices of RAM might as well get 2GB. On my HTPC (2GB RAM) it's hovering with 800MB used peak. So if you're doing some heavy image work it'll go over. Also with net browser open with a few pages can use fair bit of RAM.

As for AMD verus Intel, any will do. And low end dual core will be plenty.

The Silent Square seems slightly overkill given it is a low end system but given I don't know exactly what your local shop sells so I can only suggest any cooler which supports the AM2 socket and spend the money saved on 2gb Ram. Other than that it looks fine.
