Ok guys, I don't want to multi-quote every post, so I'm just going to reply every couple of replies.
As for the above image, does everyone agree on everything but the power supply bearing in mind my price range. His new check-out is just within my max budget and includes an OS and a DVD R/W drive.

The CPU, mobo, OS+HDD, PSU, case, DVD drive and RAM are solid.
Personally I wouldn't go with a OCUK/ASUS GTX 480 as the stock cooler is among the loudest you can currently buy (the ASUS one you mention uses the same cooler as the OCUK one). Hence I would either spend the extra and go for one of the GTX 480s with the gigabyte windforce cooler (as suggested earlier) or go for another card - this ASUS DirectCUII HD 6950 2GB is a nice card and very quiet.
As for the PSU, the 550W XFX is a solid PSU, though if you are going to run a powerful card like the GTX 480 then I would personally go with a PSU with a bit more headroom like the 650W version of the same PSU - here is a review.
Corsair PSUs are generally nice and their RMA procedure is good, but the CX builder series is not up to the same standard of their TX/HX/AX ranges that are more well known, and as such the builder range shouldn't be seen in the same light in terms of quality.
