What is the best Burning software available, paid or free I don't mind

I have tried using Nero but it didn't like the MKV file I was trying to burn.


I want software that ticks the following boxed

Burns DVD without compromising file quality
Will support a great amount of file formats
will be able to resize films to burn to DVD without greatly compromising quality
Works in windows 8
has a simple GUI

any feedback will be appreciated

To generate a DVD stream from a video file such as MKV?

For quality I would use software that contains the HCenc encoder (for quality) such as AVStoDVD or FAVC.
 
Why are you burning 'movies' to dvds, just use a media centre type pc instead to play them, far far better!

dvdflick is a good freeware tool for doing it though
