buying used xbox one with digital games

If i bought a used xbox one that had digital games on the hard drive would they be accessible when using my own xbox live account?

If that was the first console the games were downloaded onto yes, but be careful the licences for the games can be transferred away from that xbox later on if the system is the same as the 360.

Been offered it for £350 its got forza and COD on the hard drive

Thought that was a steal so glad they are accessible just wanted to check

But you won't own the game let's say you deleted them or box breaks then they're gone.
