The title is the best way I can describe it. When I turn all my fans down/off there is a weird ambient humming or buzzing or vibrating from somewhere inside the pc. I think it could be my psu, but I'm not sure how to go about shutting it up

It doesn't sound quite like a fan noise though is the weird thing. It's not a wind being moved sort of sound. If I've got my case fans turned up, I can't hear it, but when they're on minimum and I'm just web browsing, you can definitely hear it from where I'm sitting and it's a little annoying

I've ruled out the GPU, CPU fan, and since when I turn up the case fans they don't sound like a louder version of this noise, I'm pretty sure it isn't them either.
Any advice would be great
