cache on hard drives

Depends on use. It can be e.g. in games, you can feel the smoothness a bit more, especially when the drive has to load up more of a map and certainly when multi accessing. In real use terms, it's not that noticeable - yes there is a difference but you'd hardly notice it. It is worth getting a 16MB cache model if you have the option but don' let it be a real purchase factor.

Is it noticable when you are using both drives with 16mb cache each as raid 0 ?

The difference between the two is hardly noticable afa performance goes. Mabye 2-3% tops.
