"Call failed. Not allowed."

Could mean several things, you could have no signal (or more accurately, no usable signal), you could have accidentally activated fixed dialling, or the phone could be knackered.

If it's not a verbal message, it's not that you've been barred.

Try turning the phone off/on first of all, then if that fails I'd say call customer services to see if they can suggest something :)

i had this for a while, it was some kind of problem with my area.. all kinds of wierd stuff like i would get spliced into other random calls etc was soo weird.

I don't call premium rate lines from a mobile. That would be silly. In fact, if they're not barred, I'll ensure they are.

I did a turn off/take the battery out/clean the SIM contacts thing the morning after having all the problems, and it's behaved since, although I've only made one call.

Definitely sounds like a signal/usable signal problem then. Most common cause of those is the computer in the BTS site detects a fault and restarts. That can lead to localised issues with making/recieving calls because the connection is broken but the phone doesn't realise, so keeps trying to talk to the mast via the old connection and not getting a response.
