Can a CPU cause RAM not to work

My motherboard stopped working recently so I had to replace it. I replaced it with one I got from ebay, one of the RAM slots on the motherboard didn't work. I was then sent a replacement and I had the same issue.

The RAM is fine

Can a faulty CPU cause one RAM slot to not work? If I put RAM in the slot closest to the CPU, I won't get a display until I take the RAM out and move it over to the other slot
 
Have you done the simple thing of swapping the RAM sticks around? No offence at suggesting something so obvious.
The memory controller is on the CPU but the mobo has a lot of RAM related tech so it could be either.
The chances of two faulty mobos is possibly more likely than a faulty CPU I imagine!
 
I've swapped the ram sticks around

The guy who sent me this board assured me he fully tested it and confirmed both ram slots work
 
Model of the board is Asus P8H61-I LX R2.0 and the cpu is a 3570k

Well the board should fully support the CPU, from the very first BIOS, so that covers weird microcode issues.

Check the CPU socket for damaged bent pins, you might need a bright LED (phone torch), and possible a small magnifier, but if they are all straight you can tell as the light will reflect evenly.

If you are trying to use 2x8GB sticks of RAM, then you might need to upgrade the BIOS, since QVL on the 8GB sticks from 2012 was patchy at best. The latest BIOS is 1106 and here is a link for it

Bios updates for this board won't work as it's an RM board so you have to use there bioses directly which I don't think they supply
 
Have you tried cleaning the underside of the cpu with some alcohol? Long shot but there may be some residue preventing proper contact.
