Can a higher frame rate make you more competitive at FPS?

Well, it's not going to help you much if you're sat under a bush peering through a sniper scope.

A fast paced game like Unreal Tournament or Quake will make a big difference though, if, as said, you're a good player.
 
I can recall playing the original doom on my 386 sx40, a friend had a 486 dx2 66 which was a lot faster. We tried a lan game and his extra fps meant a lot more kills for him. I suppose no it won't improve skill (obviously) but it should to some extent give an advantage to a degree of my example above?
