Help settle an argument for me.
My friend thinks that you can get a speeding NIP in the post by being caught by a policeman standing at the side of the road with a speed gun, or being followed and recorded by a police car.
I maintain that you can only get a NIP in the post from either an automated camera (Gatso, average camera etc.) or from a specifically signed and designated 'speed camera van' at the side of the road. A policeman in a car or with a gun can catch you, but they have to pull you over there and then and issue the ticket.
Who's right?

I was sure of it, mainly because I've seen guys standing at the side of the road pulling people over. If they could just issue by post, surely they'd just do that instead?
